EU support to local and regional devepment was initiated in 2001-2003, with capacity building provided to the five regional development agencies in Bosnia and Herzegovina that were established, to enhance more economically balanced development of Bosnia and Herzegovina and support to local and regional development actors in their local partnerships based initiatives with public, private sectors and CSOs, for growth and development.

Nowadays, these agencies like other local and regional development actors, have become credible counterparts not only in BiH development processes and initiatives but also in cross-border cooperation as well as transnational programmes under IPA II component programmes and other EU and international development initiatives, being also recognised by other donors. The EU support resulted in their capacities well built, business plans and strategies designed and continuously upgraded, their human resources with knowledge base, well trained and highly skilled as well as their technical resources supplied and improved.
