The objectives of the assistance were to support advancement of the reform of the higher education system, which does not currently respond to the needs of the labour market, to combat unemployment and to support the development of economy and society in line with the objectives of the European Higher Education Area (EHEA).It also contributed to harmonisation of the HE system by developing and applying common standards and procedures for quality assurance (QA) and HE qualifications across the country. Process of harmonisation of qualifications in HE with European requirements and across the country, in accordance with labour market and society needs was initiated. Addiationaly , the assistance contrubuted to improvement and development of human resources and institutional capacities for quality assurance in higher education. It the field of financial reform it contributed to improvement and modernisation of the system of financing of higher education in BiH in order to create a system which is economically sustainable and efficient.

Support to the Agency for the Development of Higher Education and Quality Assurance (HEA) to become fully operational. The assistance was proivded to the HEA and its partners to draft the corresponding procedures and criteria and to prepare and start conducting external evaluation of BiH universities in line with the BiH and European Standards and Guidelines for Quality Assurance and roadmap for their implementation. In close cooperation with BiH universities, a mid-term approach towards integrating the new Bologna degrees and the existing BiH parameters for education and employment was developed. A review of corresponding legislation relevant to quality assurance and the framework for higher education qualifications was conducted. Capacity building for Ministries, the HEA and public and private HEIs relevant to the application and implementation of the BiH Standards and Guidleines and the BiH Higher Eduacation Qualifications Framework (HEQF) was provided. Curriculum Development Good Practice Guide drafted. Guidance on the use and acquisition of academic and scientific titles in BiH were drafted. HEQF was piloted including Qualification Template and Module Template, Matrix for referencing a qualification with the BiH HE-QF. When it comes to to finacial reform: Activity-based-costing (ABC) was introduced as a methodology.The ABC programme: converts the input budgets (TS line-item allocations, grant transfers, university fee-income, other income sources) into ‘output’ costs; calculates the costs of the university activities by study-programme, cycle, faculty, and type of student (public fulltime student, self-financing students, part-time students, and distance learners); calculates and graphically represents surplus and deficit-making study programmes and cross-subsidisation between public and private sources. It allows optimalisation of costs per-student/study programme. User Guide has been produced for the ABC computer programme. A computerised instrument for activity-based costing was customised for BiH university financial systems. Training on analysis and exploitation of collected information was provided to the universities. Some indicative analysis were done in individual universities, but mainly for management purposes. Analysis of relevant policies and strategies within BiH, with particular focus on areas relevant to work was conduced. Texts of the legal principle and UCA model Agreement was drafted. HE Budget Planning computer programme was developed both for internal university financial planning, and to form a basis for University-Ministry HE budget planning negotiations. A User Guide has been produced for the HE Budget Planning computer programme. HEF context, road map and recommendations document was drafted.
