SUMMARY

The project was dealing with support to institutional and capacity building in vocational education system in Bosnia and Herzegovina in line with the Copenhagen Declaration through further development of National Qualifications Framework and support in implementation of the Framework Law on Vocational Education and Training in Bosnia and Herzegovina. It the field of adult education, the funding contributed to strengthening and increase of efficiency of labour market through institutional and strategic development of the concept of lifelong learning. This was based on relevant statistical data in order to contribute to the overall development of society and promotion of economic and social cohesion.

RESULTS

The project strengthened the vertical and horizontal mobility in education system in Bosnia and Herzegovina in the European education area through further development of the Baseline of Qualifications Framework in BiH. It supported Commission for the elaboration of the qualifications framework in BiH in drafting of an action plan for further development of the qualifications framework. Methodology for producing occupational standards was devloped and the standards or the occupations within the ‘Agriculture and Food Processing’ occupational family were devloped. Consequently, training standards and revised curricula were developed for the following occupations: 3-year occupations: Florist/Gardener, Farmer, Butcher, Fruit Grower–Wine Grower–Wine Producer, Baker, Food Processing Operator, Milk Processor and 4-year occupations: Agricultural Technician, Veterinary Technician, Food Processing Technician. Specific descriptors were developed for each of the occupational areas. These are statements of knowledge, skills and competence that allow learners, employers and the public to understand the specific requirements relating to a particular occupation at a specified level. The VET Department of the Agency for Pre-primary, Primary and Secondary Education was involved in the process of development of occupational and training standards, and in curriculum development (revision of the existing curricula). They were trained prior to participating in these activities and were also involved in developing the methodologies and have participated in pragmatic procedural aspects of this activity. As a result, the VET Department is operational in aspects of the development of occupational and training standards, and curriculum development. ‘Draft plan of cooperation, coordination and mechanisms of reporting between the Agency for Pre-primary, Primary and Secondary Education in Bosnia and Herzegovina-Department for Vocational Education and other relevant institutions’ between the VET Department and other relevant institutions. A draft Memorandum of Understanding document may be used by the VET Department, as well as other two departments of the Agency, as a basis for establishing more formal working relationships with other relevant institutions (VET and technical schools, Pedagogical Institutes, Ministries of Education, Ministries of Labour and Employment). VET Information Systems application database, that had previously been produced in a previous VET project, was upgraded and improved and a handbook for the VETIS application database was produced. The document ‘Report on implementation of curricula in secondary VET schools in Bosnia and Herzegovina in 2010/2011 school year with recommendations and action plan for the introduction of modular curricula in all vocational schools in Bosnia and Herzegovina’ was produced. The document ‘Report on assessment of current situation in regard to use of pedagogical documentation in educational systems of Bosnia and Herzegovina with recommendations and action plan for adoption of new set of pedagogical documentation’ was produced. A new set of pedagogical documentation, plus a general model for pedagogical standards were devloped. This consists of proposals for rulebooks and other documents relevant for the full implementation of VET curricula and pedagogical norms in line with the Framework Law on Secondary Vocational Education and Training in Bosnia and Herzegovina. Based on the above two documents, a road map and action plan (including an overall cost estimate) for the systematic implementation of VET reform in all parts of the country was produced. In the are of adult education the foollowing results were achieved: Te document "Analysis of the Institutional, Strategic and Legal Frameworks for Adult Education in Bosnia and Herzegovina, with recommendations for further development" was drafted. "Principles and Standards for Adult Education" were drafted and adopted by the BiH Conucil of Minister. "Strategic Platform for Development of Adult Education in the Context of Lifelong Learning in Bosnia and Herzegovina, for the period 2014-2020" was drafted. When it comes to statistics in education: A Report on present Education statistics in BiH, reporting lines, shortcomings identified and possible remedial actions was drafted. New statistical methodology on Basic, Secondary and Post-secondary non-tertiary education, fully compatible with the UNESCO, OECD and Eurostat (UOE) common methodology and ISCED 2011 was introducted in practice. New statistical electronic questionnaires on basic and secondary education have been prepared. Software for data entry and data processing have been developed for the new statistical electronic questionnaires on basic and secondary education. The software includes not only software at school level but it also covers all phases of the implementation and processing of the statistical data including control, forming a database and display the main output tables. New statistical classifications of fields and specifics of secondary and Higher education developed on the basis of Eurostat`s Fields of Education and Training Manual. Totally new statistical methodology on public and private educational expenditures at state, entity and local level, developed in accordance with UOE methodology. Practical proposals for amendments in current statistical methodology of Early childhood Education and Higher Education provided. An analytical template with main statistical indicators on Education and their definitions developed and relevant staff trained how to use statistical data and analyzed them The relevant staff of statistical institutions and ministries of education at BiH level, entity level and Brčko District trained in the new methodology on Education statistics and statistical staff methodologically prepared to start data collection at the beginning of 2014/2015 academic year.
