One of the most important goals of the EU is to make Europe a healthier, safer place where consumers can be confident that their interests are protected. The project covers empowering consumers, protecting and improving public health, ensuring safe and healthy food of Europe, protecting animal health and welfare as well as crops and forests health. Chapter 12 of the acquis represents one of most important requirements and standards in the area of food, veterinary and phyto-sanitary that the EU member states must comply with, to achieve the above objectives. It covers specific rules in the area of food safety. The general foodstuffs policy sets hygiene rules for foodstuff production. Furthermore, the acquis provides detailed rules in the veterinary field, which are essential for safeguarding animal health, animal welfare and safety of food of animal origin in the internal market. In the phytosanitary field, EU rules cover issues such as quality of seed, plant protection material, harmful organisms and animal nutrition. Therefore, the EU takes all actions to reduce and manage risks for consumers. The same is expected from all potential and candidate countries. Bosnia and Herzegovina is amongst those and it needs to continue working on fulfilling the requirements from these policy areas so as to progress on its EU approximation path. It means that Bosnia and Herzegovina must adopt, implement, and enforce the whole package of EU legislation, including the legislation in Chapter 12 (Food Safety, Veterinary and Phytosanitary), with more than 100 Regulations, Directives and Decisions. Effective food control systems are essential to protect the health and safety of domestic consumers. They are also critical in enabling countries to assure the safety and quality of their foods entering international trade and to ensure that imported foods conform to national requirements. The new global environment for food trade places considerable obligations on both importing and exporting countries to strengthen their food control systems and to implement and enforce risk-based food control strategies.

Through IPA 2007-2013 programmes, the EU has been supporting the process of alignment in this field with investing app. 12 MEUR in technical assistance to development and implementation of policy and legislation, capacity building of relevant competent authorities at all appropriate levels, support to control and eradication of animal diseases and provision of laboratory equipment for food control, veterinary and phytosanitary laboratories. For Bosnia and Herzegovina, development of a functioning system to implement the food safety acquis remains a priority to increase trade in agricultural products. Official control capacity for the food safety, veterinary and phytosanitary fields and genetically modified organisms (GMOs) needs strengthening. The EU remains committed to support Bosnia and Herzegovina to progress further. Clearer prospects of IPA II support to these sectors are expected in near future.
