In preparation towards European integration and the challenges which the process entails, BiH institutions must create capacity for quality planning, monitoring, evaluation and financial management of the development process. The quality of BIH’s development planning process and capacity of the leading planning institutions will significantly affect the effectiveness of public policies, the achievement of socio-economic development and European integration as the key priorities of BiH.
The Project offered opportunity to strengthen capacities in 3 areas: (1) Strategic framework Strategic framework is one area of importance. Work on strategies at all levels of public administration and specifically in sectors needs to be based on priorities and targets for the public sector as a whole. The project’s aim was to increase the awareness of this need. (2) Sector-Wide Approach The promotion of the Sector-Wide Approach was the component where the project will offer the largest proportion of its services. The implementation of a training needs assessment (TNA) for Sector-Wide Approach will be one task. The second task was training on SWAP, based on the main findings of the TNA. (3) Economic analysis and forecasting The 3rd component was strengthening capacities of doing economic research and forecasting, as such capacities are the basis for analysing the current situation as the starting point for the formulation of realistic targets and related strategies.
