The overall objective is to contribute to improvement of the social protection system at all levels of governance and to address the specific needs of vulnerable groups in Bosnia and Herzegovina.

The support in the sector is focused on enhancing of the system for monitoring, reporting and promotion of human rights and improvements of social protection of vulnerable and socially disadvantaged groups. With regard to the social service protection component, the project will contribute to stronger partnerships and linkages amongst social protection sectors and the reform processes within sectors by clarifying and reinforcing the accountabilities, roles and forms of collaboration between different levels of governance, be it at state, entity or cantonal levels. In this sense, the project will help ensure better coordination, monitoring and promotion of human rights, in particular the human rights of vulnerable groups, between the authorities and organizations of civil society. This will, in the long run, ensure positive impact on delivering a social inclusion and protection policy. The special focus on elderly persons would help to increase social inclusion of this category of the population, improve health condition of the beneficiaries and raise awareness of the community to this particular issue.
