Prospective membership of the European Union requires an efficient, independent and professional judiciary which can guarantee democracy, the rule of law, human rights, and the respect for and protection of minorities. Potential candidate countries also require the existence of a functioning market economy. The courts and prosecution services' role therefore, to safeguard and uphold such criteria is highly demanding, and requires a significant amount of knowledge and expertise. BIH has almost 1000 judges and over 400 prosecutors. With the prospect of EU accession, both of the entity training centres for judges and prosecutors in BIH are benefitting from technical assistance (TA) to reinforce the efficiency and effectivenss of the institutions, whilst also improving the content and delivery of their training courses. A separate part of the Technical Assistance support focuses on support staff in courts and prosecutor offices, such as legal officers, administrators and bailiffs, who are key contributors to the efficiency and effectiveness of the work of their institutions. Full benefits of their work are hampered by the myriad of legal, and procedural rules in place, as well as the lack of systemic approch for their training. The project seeks to address both shortfalls.
The technical support is ongoing, but is expected to result in the following: -more efficient and service-orientated training centres which provide the most up-to-date training to judges and prosecutors throughout BIH so that the quality of the delivery of justice is significantly improved. - better informed judges and prosecutors on aspects of the EU's body of Law ( ie the EU Acquis). - more motivated trainees who actively seek training on specific topics.
