SUMMARY

The prospect of European integration requires that standards be met by the relevant institutions across a very broad spectrum of justice related issues, e.g. from the method of recruitment and appointement of judges and prosecutors, to ensuring that human rights be respected in the treatment of inmates in prisons . Whilst courts and prosecutor offices must ensure the efficient, professional and impartial delivery of justice throughout BiH, the fourteen Ministries of Justice, Brcko District's Judicial Commission and the High Judicial and Proseuctorial Council of BiH are responsible for policy, strategy and budgetary planning across the justice sector, amongst other issues. An over-arching national strategy for Justice Sector Reform which emcompasses many EU integration in this regard was adopted in 2008, for a period of 5 years. A new JSRS is expected to be adopted in 2014. In an effort to strengthen such institutions, the Ministries of Justice at state, and entity levels, and the Brcko District Judicial Comission, as well as the High Judicial and Prosecutorial Council of BiH the EU have been and will continue to be provided with technical expertise to be strenghen their policy iniatives with the related budgetary planning process, i.e that the ministries plan the use of their human and financial resources in advance for work they wish to undertake in a future period. Support will also focus on enhanced commmunicatoin between the ministries, Brcko District Judicial Comission and the HJPC.

RESULTS

The foreseen results of the future technical assistance project- - effective and efficient strategic planning encompassing the budgetary process - Operationa, self-sustainaing coordination between the ministries of justice, HJPC and Brcko District Judicial Commission.
