Due to the magnitude of atrocities committed in BiH during the period 1992-1995, BiH has the highest number of war crimes cases in the Western Balkans. In 2014 the number of cases with an known suspect(s) was approximately 1200 cases. In December 2008, the Council of Ministers of BIH adopted the National War Crimes Strategy. For a variety of reasons, progress in the implementation of the strategy has been unsatisfactory. In order to hasten progress and provide significant additional professional and financial resources to Prosecutor offices and Courts throughout BiH, the EU decided 14 million of budgetary support over the period 2014-2018. In doing so 23 justice sector institutions have received additional human and financial resources to investigate or adjudicate war crimes cases.

The ultimate objective is that by the end of 2018 at least 50% of cases with a known suspect(s), i.e. the KTRZ cases be reduced, although in several locations the war crime case backlogue is expected to be cleared.
