Summary
Effective and efficient public administration institutions are the key precondition for providing better public administration services to the citizens and private law organizations. A better coordination of the public administration institutions and services across different levels of the government in BiH will enable implementation of the principle of equality to the citizens and private law organizations on the territory of the whole country. Competent public managers will provide high quality, professional and chipper services to citizens and private law organizations in accordance with standards of the “good governance”.
The project is expected to establish evidence‐based policy‐making, implementation and monitoring of public administration reform at all levels of government, to ensure the establishment of a depoliticised, professional and efficient civil service capable of delivering high quality services to citizens, and to meet the standards of the European Principles of Public Administration.
Results
Implementation of this project will result in:
- Effective coordination, management and organizational structure to implement and monitor implementation of the PAR Strategic Framework, by improving the current institutional ·set-up across government levels, particularly with the aim to integrate better political and administrative coordination.
- Increased capacity of PARCO and PAR Coordinators at the entities and BD of BiH level to steer, coordinate, implement and monitor the implementation of the PAR Strategic Framework.
- Higher visibility of the public administration reform and better communication of reform objectives and results.
- Objectives of the PAR SF reached, such as: managerial accountability policy paper in place, IT system for accountability and Open Government Partnership (OGP) fully operational.
