SUMMARY

The objective of the particular EU assistance is to contribute to strengthening of administrative capacity of the institutions involved in environmental protection and ensuring the implementation of the already transposed EU legislation. The central task of the particular project is to assist BiH authorities (the Ministries and Inspectorates) and the BiH industry in planning and implementation of the Integrated Pollution Prevention and Control (IPPC) Directive. The EU funded assistance entailed: - technical assistance to support: i) the integrated approach for sustainable development and compliance control with regards to implementation of the "Integrated Pollution Prevention and Control" (IPPC) and the “European Pollutant Transfer and Release Registry” (EPRTR) Directives, and ii) the implementation of current and future international obligations of BiH, in particular towards the Aarhus Convention (Kiev Protocol on Pollutant Release and Transfer Registers), Kyoto Protocol on Climate Change and the Energy Community Treaty. - supply of field monitoring equipment (such as handheld GPS units for use during field inspections, electronic measurement equipment, gas monitoring devices) and vehicles to Inspectorates in Federation of Bosnia and Herzegovina and Republika Srpska.

RESULTS

Results envisaged: - Implementation plan for Directives on Industrial Emissions which takes into account the economic, technological and social circumstances in Bosnia and Herzegovina is finalized and endorsed by stakeholders. - Drafts of legislation implementing the IPPC Directive, Waste Incineration Directive (200/76/EC), LCP Directive (2001/80/EC), VOC Solvents Directive (1999/13/EC), and the Titanium Dioxide Directives finalized and agreed by the relevant Ministries. - National Guidelines on Best Available Technology (BAT) established for selected industrial sectors and endorsed by the working group(s). - A number of IPPC permits issued at Entity level with specification of the monitoring schedules and a timetable for investment and management changes to meet BiH environmental legislation by specified deadline. - Equipment to assist inspectorates in monitoring facilities with integrated environmental permit in the industrial sectors and activities where BAT is provided by the intervention is procured and operational. - Inspectors trained in the appropriate use of the equipment and in the accuracy, use and storage of the data collected. - An inventory of installations, data collection, data input and output systems for IPPC installations operational within the PRTR.
