SUMMARY

The purpose of the project is to construct the first high security state prison in BiH designated for those serving sentences of detention and imprisonment. This project aims at further enabling BiH Court and the Prosecutor's Office to prosecute a number of high profile individuals sentenced in the fields of war crimes, organised crime, terrorism and corruption. This entails the construction of a prison for 348 inmates (298 convicts and 50 detainees) to improve the BiH prison capacity and reinforce the importance of the rule of law for achieving post war reconciliation and overall stability in the country. The total cost of the establishment of the High Security State prison in BiH is 39.6million EUR, and is funded by the BiH Government (BiH Ministry of Justice 6.65 Meur), a loan from the Council of Europe Bank (up to 19.3 Meur) and Grants (13.65 Meur) from the EU, Sweden ( 2.0 Meur, through CEB) and US (0.8 Meur, through Council of Europe – funding earmarked for education and training of the prison staff). The EU support totals 10.8 Meur and comprises: 1.7 Meur, under Regional IPF / WBIF programme (provision of design for construction) – completed; 4.0 Meur (National IPA 2008 Part I – ongoing) and 5.15 Meur (National IPA 2010 – ongoing). EU grants are implementated through a Contribution Agreement with the CEB.

RESULTS

The rule of law in Bosnia and Herzegovina will be strenghtened by providing the appropriate facility, capacity building and training for the execution of criminal sanctions at state level.
