SUMMARY

The Energy Community Treaty signed in 2005 by the European Union and all the countries of the Western Balkans including Bosnia and Herzegovina is the institutional framework for cooperation in the energy sector, and as such, establishes for the signatory countries a number of obligations for a well-functioning and stable energy market in the region. The European Union funding enabled Bosnia and Herzegovina to comply with some of these obligations, especially in the electricity, energy efficiency and renewable energy sectors. Four projects in this area supported Bosnia and Herzegovina in the development of appropriate legislation in the area, with the improvement of energy efficiency and renewable energy policies at local level, as well as with the design of energy efficiency projects in some selected municipalities. The European Union has also offered assistance to raise public awareness and educate municipalities and its households on how to improve energy efficiency and uptake renewable sources through demonstration projects at local level.

RESULTS

In the electricity sector, five laws and 21 pieces of secondary legislation were drafted and submitted to Bosnia and Herzegovina authorities at all levels. Draft legislation was also developed in the energy efficiency and renewable energy sector. Demonstrations projects involving local communities established models for implementation of energy efficiency and renewable energy projects at municipal level and contributed to improve the public awareness of the importance of saving energy. An on-going project will result in the design of improvements to efficiency of district central heating systems in Konjic and Fojnica, and general improvement of energy efficiency in public buildings in Brcko.
