The overall objective of the assistance required is to significantly increase the efficiency, professionalism and independence of the entire justice sector to secure the rule of law and thereby prepare the BiH for access to the European Union. One of the specific objectives of the IPA sector is to strengthen the independence of the judiciary, enhance efficiency and effectiveness and improve the accountability of the judiciary. The importance of proper physical infrastructure for the judiciary, more precisely provision of adequate space and equipment to courts and prosecutors’ offices is crucial for judicial efficiency and has been recognised as a key measure in Pillar 1 of the JSRS. The main problem seems to be a general lack of available space, particularly in the larger and busier courts and prosecutor’s offices. As a consequence the number of court rooms is far too low in larger courts and archives are totally overcrowded and often dysfunctional in both courts and prosecutor’s offices. Proper facilities for witnesses, lawyers and court police are a major problem in almost all courts and the lack of proper facilities for witnesses and court police is also a problem in prosecutor’s offices.
