The project aimed at improvement of links between people, communities and exchange of ideas in cross-border regions. It tackled the following specific issues: insufficient cooperation of the public, business and civil sectors in the planning process and the implementation of local development strategies; insufficient inclusion of rural communities in the planning process; centralised systems of decision making and use of financial funds; insufficient information on financial resources available to small local communities and the way of their use; insufficient training/activity of small local communities to use the funds; insufficient exchange of people, information, ideas, knowledge and the establishment of cross-border contacts and insufficient funds in the budgets of municipalities dedicated to resolving problems of small local communities.
