Summary
Public administration reform is one of the key elements of BiH EU integration process and represents a clear point of interaction between citizens and government. People (human resources) are behind every service. Strengthened capacities of key HR institutions, modern HR procedures and tools, accompanied with trainings and awareness raising of both civil servants and managers at all levels, will lead to accountable and professional civil service oriented towards the citizens and economy of Bosnia and Herzegovina. They directly contribute to better and more efficient service delivery (from policy level to service delivery - at the desk). Competent civil servants will provide high quality, professional and adequate service to citizens in accordance with standards and good European practice. The project is expected to improve the capacity of the public administration to deliver services. In addition, the project supports BiH to fulfil its requirements in the EU integration process related to the human resources management and public administration reform. Results
Implementation of this project will result in: - Civil service policy and legislative framework on all administrative levels is further aligned with the Principles of Public Administration and objectives of PAR Strategic Framework; - HR procedures and tools for key functions are further developed and their implementation improved to ensure a coherent and professional civil service system across the different levels of administration; - Capacities for development and efficient management of human resources improved in line with the new policies and procedures at all administrative levels; - General managerial capacities across all management positions/functions in the civil service enhanced.
