Summary
The project is expected to facilitate the legitimate trade by implementation of the New Computerized Transit System (NCTS), which is a prerequisite for the accession to the Common Transit Convention and therefore for EU membership. The project has recently been extended to cover an upgrade to NCTS Phase 5.
Results
Implementation of this project will result in: - The setup of the legislative, organizational and business community environment for the implementation of NCTS - The implementation of the NCTS, including Risk Management, Guarantee Management, Authorized Economic Operators (AEO), Economic Operator Registration and Information (EORI) modules, CCN/CSI Integration, Service Desk and Identity and Access Management (IAM) modules and integration with the existing applications in ITA: - Definition of the Enterprise Architecture of ITA - Provided Technical Assistance to improve the overall capacity of ITA. - Improved capacity of ITA through the definition of the internal legal procedures as per the NCTS implementation processes - Structural re-organisation of ITA enabling the fulfilment of the CTC requirements related to organisational capacity - Established institutional channels for the communication with the Traders community. - Development and implementation of the NCTS, including Risk Management, Guarantee Management, Authorized Economic Operators (AEO), Economic Operator Registration and Information (EORI) modules, CCN/CSI Integration, Service Desk and Identity and Access Management (IAM): - Developed NCTS Phase 5 components as specified above, to be able to achieve the country accession to CTC, accepted by Factory Acceptance Tests - Developed CTC Service Desk Management System to support the operations of the National Transit Service Desk as required by the NCTS framework. - Developed Identity and Access Management (IAM) to provide single point of access security services for internal users and for registered traders. - Implemented integrated Guarantee and Risk Management components - Integrated NCTS with other applications, operational in ITA. - Drafted ITA Risk management strategy document. - Provided trainings / workshops and knowledge transfer sessions related to the NCTS system operations. - Accepted documentation related to the NCTS SOA Building Blocks (processes, data and services): - Accepted Updated IT Strategy document - Accepted documentation related to the designed transit related processes, data and services - Bosnia and Herzegovina is a potential candidate country for EU Membership. EU membership includes joining the EU Customs Union. This requires the candidate to fully align its systems for the collection of customs duties to the Union Customs Code (UCC) which is based on the simplification of customs processes to guarantee a balance between trade facilitation and security requirements (including the fight against smuggling and counterfeit goods); the adaptation of customs processes to a common set of rules and interconnectivity of customs IT systems; and the electronic management of all customs operations. - Bosnia and Herzegovina needs to meet certain requirements as part of its journey towards EU accession. This includes installing a modern NCTS IT system and becoming a full member of the Common Transit Convention (CTC). The customs information system connectivity to EU systems is seen to have both physical and symbolic significance in linking Bosnia and Herzegovina to the European family.
